Don't know how helpful this is, but I've been experimenting with Framer to make my portfolio.
It's really intuitive and easy to pick up if you've used Figma before. I also know that they have CMS features too, so it might work for a blog as well.

Try Jekyll by GitHub. It’s 100% free and you can host it for free too on GH Pages or Netlify. My site's built with Jekyll—been working great for me for 4+ years and all the content is backed up locally on my computer <3
