Turns out this is "working as intended". I assumed an input device like a trackpad or keyboard would just work with any modern Apple computer ever created.

The new Apple Magic Keyboard and Trackpad with USB-C don’t work properly on MacOS 14 (Sonoma) only 15 (Sequoia) Trackpad scrolling doesn’t work at all. Keyboard volume and function keys are mapped wrong. “It just works” becomes less true in my experience with every passing year
