Second feels more space efficient; I like it more. But I find the dots distracting, especially behind text. (I like the effect generally — I use something very similar on securityclinic.org.)

I changed my website's layout from left to right to introduce more hierarchy. Which one do you think is better?
Nice layout! I also got this feedback on dots so I made them breath a bit more, hopefully it works :) Thanks for your input!
