The people that actually have to do something are devs. They are measured by how many commits they make. The PMs are only there to facilitate more commits. It’s the devs from experience working in big tech.

Wouldn’t necessarily say that. Otherwise there would be way better and cleaner code and refactoring would happen way more often on teams? Alas that’s not the case 🤷🏻‍♀️ so I think it’s primarily a “feature shipping” problem 🙃
