Would you design with default state of dark mode to reduce light to the eye for the elderly or light mode to see clearly?

It appears that the design engineer role has a significant emphasis on web frontend engineering compared to mobile or other areas. I'm curious to know the reason behind this focus. Can anyone provide some insight?
